As preparations for the next Congress get underway in DC, businesses need to remember that corporate grassroots is a necessary tool to mitigate political risk. Having an effective grassroots program of employees, consumers, and influencers can directly halt not only attacks from legislators and regulators, but a robust program can also ward off competitors seeking to use government intervention as a trojan horse to gobble up market share. Corporate grassroots is also a defense mechanism against backlash from the media or the general public. Whether conservative or progressive in nature, corporations and collections of small businesses should invest resources to build grassroots programs for a variety of different reasons that lead back to their bottom line. House Farm Bill Vote Expected This Week
Lawmakers are expected to release the 2018 farm bill conference report as soon as today, with a vote in the House likely this week. Lead farm bill negotiators finalized compromise legislation in recent weeks, and the House’s planned vote last week was delayed by the National Day of Mourning for President George H. W. Bush. The five-year deal would replace the current farm bill, which expired September 30. Stay tuned for CBA's 2019 Ag Conference date!

Deadlines Approach for Payments, SBA Grassroots
The deadlines for submitting comments on two critical grassroots initiatives are rapidly approaching.
  • Faster Payments: Urge the Federal Reserve Board to support access to faster payments for community banks of all sizes. ICBA offers tips for submitting personalized letters supporting equitable and universal access. Deadline: Friday, December 14. Act now on faster payments.
  • ​Small Business: Use ICBA’s Be Heard grassroots action center to tell the Small Business Administration to reconsider a proposed rule that could harm SBA small-business and agricultural lending. Deadline: Tuesday, December 18. Contact the SBA today.

Pay Raises at Major National Firms Seen Across the Southeast​
The Federal Reserve has released their latest Beige Book report of regional economic conditions. As in most of the nine years of the economic recovery, economic activity in the Southeast expanded moderately over the past several weeks, according to the Beige Book. Still, the report includes details from Atlanta Fed business contacts on ongoing wage pressures, agricultural conditions after Hurricane Michael, nonlabor cost increases, and busy times at ports and trucking firms before the holiday shopping season. Read more from the Atlanta Fed. Kraninger Confirmed for Bureau Director
The Senate has voted 50-49 to confirm Kathy Kraninger for a five-year term as director of the Bureau of Consumer Financial Protection. In a statement, ICBA congratulated Kraninger on behalf of community banks. Read more from ICBA.

FDIC Plans Streamlined Application Process
​The FDIC announced multiple initiatives and resources to streamline the deposit insurance application process for de novo banks. The agency is seeking feedback on several topics, including possible changes to the application process for community bank proposals. In addition, the FDIC established a voluntary process allowing new institutions to request feedback on draft proposals before filing formal applications, updated two publications on the application process, updated its timeframe guidelines for applications, and created a designated mailbox to pose application questions. FDIC Updates Mortgage Lending Guide
The FDIC updated its guide on the mortgage products offered through Fannie Mae and Freddie Mac. The Affordable Mortgage Lending Guide is designed to allow community banks to compare different products and identify next steps to expand or initiate a mortgage lending program. Read more.

Bureau Meets with Advisory Councils
Last week the Bureau of Consumer Financial Protection held a conference call with the Community Bank Advisory Council and other advisory panels on consumer financial issues and emerging market trends. The call included discussions of artificial intelligence and consumer access to financial records. It was the second such gathering this year since the appointment of the committees’ members. Read more.

FHFA Announces New Ratio for Uniform Security
The Federal Housing Finance Agency announced the first “deemed-issuance” ratio for trading the Uniform Mortgage-Backed Security in 2019. The newly required metric is based on the ratio of TBA-eligible securities issued by Fannie Mae and Freddie Mac during the 24-month period ending October 31 of the preceding year. The ratios for Fannie and Freddie are set for 60 and 40 percent, respectively. Read more.

Bureau Launches Beta HMDA Platform
The Bureau of Consumer Financial Protection launched the beta version of its platform for Home Mortgage Disclosure Act data collected in 2018. The beta release allows financial institutions to become familiar with the HMDA filing platform and determine whether sample data complies with the reporting requirements outlined in the Filing Instructions Guide for HMDA data collected in 2018. Access the beta platform.

Silberstein Named New CEO of FS-ISAC
The Financial Services Information Sharing and Analysis Center appointed Steven Silberstein as president and CEO, effective January 1. Silberstein joins FS-ISAC after serving as CEO of Sheltered Harbor and COO of BlueVoyant. He will replace outgoing CEO Bill Nelson, who has led the organization for 12 years. Read more from FS-ISAC.

Bureau Proposes ‘No-Action Letter’ Changes
The Bureau of Consumer Financial Protection published proposed revisions to its “No-Action Letter” policy, setting up an avenue for banks and fintechs to innovate without fear of the bureau issuing an enforcement action. The proposal comes on the heels of the bureau’s proposed revision to the Trial Disclosure Program, which provides banks with waivers from certain disclosure requirements.
 
Since the policy was first adopted in 2014, the bureau has only issued one no-action letter. The proposed revisions would amend the 2014 policy to streamline the application process and strengthen the assurance of foregone enforcement actions.
Comments will be due 60 days after publication in the Federal Register.

Lawmakers Join Opposition to SBA Poultry Lending Plan
Opposition continues to mount to a Small Business Administration proposal critics fear would significantly reduce the flow of government-backed loans to poultry farmers.  As of last Tuesday, the SBA had received nearly 200 comment letters from poultry producers, farm appraisers and lenders, all decrying a plan to amend affiliation standards in a way that opponents claim would render the vast majority of chicken farmers ineligible for financing through the agency's 7(a) loan program. But the SBA's bigger challenge could be the growing number of lawmakers who are upset with the proposal. Opinion: Risk is Building in the Housing Market
Experts have speculated about financial system weaknesses that might lead to the next economic crisis. Some of the issues on the list, like student debt, seem unlikely to lead to a crisis but are more likely to re-emerge as a serious problem for the financial sector once an economic downturn occurs. So, too, the U.S. housing market. If the economy were to experience a downturn or worse in the next few years, home prices, which have boomed over the last six years, will surely realize a price correction and foreclosure rates will increase dramatically.
