On Wednesday, February 13th, CBA held our Grass Roots Day at the Dome. We were thrilled to show off our new format for Advocacy for our community bankers. This year, CBA provided transportation to and from the Capitol so our bankers did not have to stress with traffic and parking. CBA is thankful for our sponsor, Promontory Interfinancial Network, for providing our bankers with this opportunity.  
 
CBA members worked the halls of the Capitol equipped with talking points for our priority municipal deposit bill and page slips for both the House and Senate. Our bankers paged their respective Representatives and Senators to explain the importance of the municipal deposit legislation for their banks. The legislators love having their constituents at the Capitol to voice their concerns first hand. This was the first time many of our bankers had actually experienced an “on the ropes” experience at the Capitol.
 
At noon, everyone convened at the Georgia Freight Depot for a luncheon with our legislators. Governor Brian Kemp was gracious with his time and took the opportunity to join our event to kick things off. Governor Kemp’s message was the importance of making Georgia the #1 state for small businesses. Community banks are uniquely positioned to help with this opportunity as community banks provide small business loans for exactly these purposes.
 
CBA is thankful for all of our bankers for stepping up and making this event a huge success! We are also thankful for Governor Kemp, Insurance Commissioner Jim Beck, Department Commissioner Kevin Hagler, members of the legislature, and staff members of various government offices for joining our event. In addition, we would like to thank James-Bates-Brannan-Groover-LLP for their sponsorship of our event and their ongoing support throughout the legislative session. CBA Hosts 1st Quarter Banker Regulatory Forum in Macon
The CBA hosted its 1st quarter Banker Regulatory Forum, focused on Compliance, on Thursday, February 14, at Idle Hour Country Club in Macon. Bank members and endorsed/associate members gathered for the interactive forum. The regulators covered their agencies’ hot topics which allowed for productive discussions among the group; and, general questions were later posed from various sources. Topics discussed last week included BSA, customer due diligence, fair credit report implications, beneficial ownership, marijuana banking, fair lending (and marketing/outreach), red-lining, vendor management, risk assessment and management, contract disclosures, new rules for HMDA, UDAAP, flood insurance, compliance testing and more.

Following lunch with the regulators, the bankers’ only roundtable included an update on banking-related legal and legislative issues from James-Bates-Brannan-Groover (JBBG) Associate John Sillay. The main topic covered was the Municipal Deposit bill CBA and JBBG have been working on this session. The bill is being sponsored by Senator John F. Kennedy.

Update your Bank’s Info for the 2019 Georgia Financial Directory
Deadline is March 5, 2019

 
Community Bankers Association of Georgia has retained BLR – Business & Legal Resourcesto publish CBA’s 2019 Georgia Financial Directory. All CBA members will receive a complimentary copy of the bank directory and all banks will have the opportunity to purchase additional directories for their senior management, directors and key staff members. All member banks should have received a questionnaire from BLR to ensure your information is correct and it is important that you respond promptly with the information requested. The completed form should be returned no later than March 5, 2019.
 
The printed version of the Georgia Financial Directory will be published in late spring and all CBA members will receive a complimentary copy. Banks and associate members will have the opportunity to purchase additional directories for their senior management, directors and key staff members.

Associate Members: CBA will be contacting you to update your listing in the directory. Thank you for helping us ensure your information is current. FDIC: Community Bank Loan Growth Tops Other Entities
Community bank loan growth has exceeded growth at noncommunity banks for six consecutive years, the FDIC said in its newly issued 2018 annual report. The report notes that banking consolidation has done little to diminish the role of community banks, with three-quarters of those that merged in 2017 and early 2018 being acquired by other community banks. On a merger-adjusted basis, community bank loan growth exceeded that at noncommunity banks during 2012-2017.
 
Further, community banks reported net gains in total offices, unlike noncommunity banks, the FDIC said. Community banks had more than 700 additional offices between June 2017 and June 2018, whereas noncommunity banks ended up with 384 fewer offices over the same time period. The FDIC report also includes sections on the agency’s Community Bank Advisory Committee, de novo banks, regulatory relief efforts, and other agency initiatives. Read the report.

FHFA Nominee Pledges Support for 30-Year Mortgage
President Trump’s nominee to head the Federal Housing Finance Agency told Congress he would work to promote a well-capitalized housing-finance system that preserves the 30-year mortgage.

Mark Calabria, the vice president’s chief economist and White House pick to replace FHFA acting director Joseph Otting, also said he would use his position on the Financial Stability Oversight Council to monitor risks posed by the biggest banks. Calabria testified before the Senate Banking Committee, which will vote to advance the nomination before it can be taken up by the full Senate. View the hearing.

CFPB Publishes Lists of Rural, Underserved Counties
The Consumer Financial Protection Bureau published the 2019 list of rural and underserved counties and a separate 2019 list that includes only rural counties. The bureau has also updated the rural and underserved areas website tool for 2019. A creditor that makes a first-lien mortgage loan secured by a property located in a rural or underserved area during 2019 meets the requirements to be a creditor that operates in rural or underserved areas during 2020 and for loan applications received before April 1, 2021. View the 2019 lists. Access the online tool.

As Auto Loans Surge, Delinquency Rate Rises
While 2018 growth in auto loans was primarily driven by individuals with higher credit scores, delinquencies and the number of subprime auto-loan borrowers are on the rise, according to the Federal Reserve Bank of New York. 

The overall performance of auto loans has been slowly worsening, with the percentage of loans 90 days or more past due rising to 2.4 percent last year from 1.5 percent in 2012. That is below the 2010 peak rate, but the 7 million Americans with delinquent loans is the most since the New York Fed began tracking the data two decades ago. Subprime loans account for half of auto-finance companies’ outstanding loans, compared with a quarter of auto loans at larger banks and just 14 percent for banks under $50 billion in assets.​ Read more.

Major Changes Ahead in 2021 with LIBOR Elimination    
The London Interbank Offered Rate (LIBOR), the dominant benchmark interest rate for the majority of adjustable rate credit products and derivatives, is scheduled to be phased out by the end of 2021. LIBOR is the basis of trillions of dollars in outstanding adjustable rate loans, including adjustable rate mortgages and other credit derivatives. Community banks use these products daily and may be critically impacted by LIBOR’s elimination.  Accordingly, it is incumbent on community banks to stay informed on current discussions about replacements for LIBOR and begin preparing for the elimination of LIBOR now. Powell: Fed Renewing Efforts to Tailor Regs
Community Development Financial Institutions and other community banks are critical sources of safe and affordable credit in high-poverty rural communities, Federal Reserve Chairman Jerome Powell said. Speaking in Mississippi, Powell said regulation and supervision “need to be carefully tailored to suit the size and business model” of different financial institutions. The Fed has renewed its efforts to avoid unnecessary regulatory burden on community banks, he said. Read the speech.

The Peoples Bank Teaches Students About Banking
Students from Putnam County Middle School visited The Peoples Bank, Eatonton, to learn all about banking. Students met with loan officers, Human Resources, customer service representatives and tellers. Students were able to ask bank staff about the skills and experience necessary for positions within a bank.
