While the numbers of locally-controlled, relationship-driven banks have decreased, community banks continue to play an important role, particularly for small business. With 160, Georgia has the fifth greatest number of community banks in the U.S., and more than any other state in the Southeast, according to John McNair, CBA President and CEO. Community banks are "in a far better position to make local credit decisions because they are living, breathing and working in those micro-economies," said McNair. This is especially important in Georgia's rural areas, he added, where community banks are usually the main source of credit for farmers and other small agricultural-related business.

A recent FDIC study reported that while community banks hold 13 percent of all banking assets, they make 42 percent of all small business loans in the country. And with small business responsible for nearly half of all private sector jobs, according to the U.S. Small Business Administration, that data demonstrates how critical the smaller banks are in creating jobs in the communities they serve. "If you want to foster the development of small business lending, which is the life blood of our economy," McNair said, "have a healthy, functioning, robust community banking industry to provide credit." Read more from the Atlanta Business Chronicle.

Camden R. Fine is President and CEO of Calvert Advisors and served as president and CEO of the Independent Community Bankers of America® (ICBA) from 2003-2018. A native Missourian and career community banker, Cam came to ICBA in May 2003. Before joining ICBA, he chartered and organized Midwest Independent Bank of Jefferson City, Missouri, and served as its president and CEO for nearly 20 years. In addition, Cam owned MainStreet Bank of Ashland, Missouri, a $50-million-asset community bank. Prior to his banking career, he served as the Missouri State Tax Director under former Governor Christopher “Kit” Bond.

FFIEC Issues Guide to HMDA Reporting
The FFIEC has issued A Guide to HMDA Reporting: Getting It Right! for data collected in 2019 and reported in 2020 and updated interagency HMDA examination procedures. The guide summarizes key HMDA provisions and can serve as a useful compliance resource for supervised financial institutions. This applies to 2019 HMDA data reported in 2020 and includes a summary of the EGRRCPA amendments to HMDA and the 2018 HMDA rule. Read more from the FDIC.

Updated FAQs on Financial Instruments–Credit Losses
The OCC, the Board of Governors of the Federal Reserve System, the FDIC, and the NCUA have published additional frequently asked questions (FAQ) to assist financial institutions and examiners with the new accounting standard, Accounting Standards Update (ASU) 2016-13, Topic 326, “Financial Instruments–Credit Losses” (ASU 2016-13), issued by the FASB on June 16, 2016.The agencies have published nine additional questions to the existing FAQs, updated responses to four existing questions, and added an appendix with links to relevant resources that are available to banks to assist with implementation of the current expected credit losses methodology (CECL). ​FDIC Discusses Adjustable Rate Mortgages Disclosure Considerations
With the increased availability of Adjustable Rate Mortgages (ARM), the FDIC discusses some of the distinct regulatory requirements of ARMs in their latest quarterly newsletter from the Division of Depositor and Consumer Protection. The FDIC addresses areas of common mistakes and concerns with ARM products identified by the FDIC during recent examinations. Ameris Bank Donates to Donalsonville Hospital
Ameris Bank, Moultrie, recently donated $40,000 to Donalsonville Hospital as part of the Georgia HEART Hospital Program. The bank has contributed $1.65 million in financial support to 16 rural hospitals throughout Georgia. Tracy Pickle and Katie Turner from Ameris recently presented the donation to Chuck Orrick, James Moody and Katie Hatcher of Donalsonville Hospital. Read more.

CBA Members Host Pinwheels for Prevention Campaign
As part of Child Abuse Prevention Month, Century Bank and Trust and Exchange Bank in Milledgeville are hosting Pinwheels for Prevention, sponsored by the Milledgeville Exchange Club. There are 238 pinwheels at each location to represent the 238 homeless children in Baldwin County supported by social services with help from resources provided by community supporters.

CBC Donates to Imagination Library & Named Leading Business of the Week
For the bank's Charity of the Month campaign for March, Commercial Banking Company, Valdosta, and The Investment Centre presented a check to Dolly Parton's Imagination library, a book gifting program that mails free books to children from birth to age five. The donation will sponsor about 10 kids, equaling 600 books donated.

In addition, the Valdosta-Lowndes County Chamber of Commerce has named the bank the Leading Business of the Week for the week of April 7, 2019. The chamber recognized the bank for being the only locally owned community bank in Valdosta and for taking pride in providing the utmost customer experience. The Leading Business of the Week program is designed to recognize members who have partnered with the chamber for at least five years. Read more.
