Held in conjunction with CBA’s Spring Regional Luncheon, the Bankers Only Peer Group Meeting at 10:00 am will also include an educational session on CBA’s Priority Bill SB 157. We will discuss what the specifics of the law are, what this bill means for your institution, what the next steps are for implementation, and answer any questions you may have.
NEW TIME: This informative session of the Peer Group Meeting will begin at 10:00 am at each location and is expected to run until 11:15 am, when registration and networking will begin as normal.

Advocacy FIRST: OCC to Modernize Regulations Putting GA Communities First
In February 2018, the Comptroller of the Currency Joseph Otting shared his view of the federal banking system in a Q&A with CBA of Georgia. Today, a number of initiatives noted in that Q&A are taking shape, including modernizing regulations of the Community Reinvestment Act (CRA), updating the Bank Secrecy Act (BSA), and supporting Georgia community banks through the OCC’s Office of Innovation.
The effort to modernize CRA regulations is one of the most discussed in our industry. The OCC began the initiative by seeking comment from stakeholders on how to better achieve the statute’s original purpose, encourage increased lending and investment where it is needed most, and reduce the burden of reporting and evaluating CRA performance. Most supported changing CRA to make the process more objective and transparent and to preserve CRA activity that helps meet the needs of low- and moderate-income people and geographies. Cannabis-Banking Bill Introduced in Senate
Legislation to establish a cannabis-banking safe harbor was introduced in the Senate after companion legislation passed out of a House committee last month. The bipartisan Secure and Fair Enforcement Banking Act (S. 1200) was introduced in the Senate by Sens. Cory Gardner (R-Colo.) and Jeff Merkley (D-Ore.) with 20 additional original co-sponsors. Like its House companion, which advanced on a 45-15 committee vote on March 28, the bill would establish a cannabis-banking safe harbor for financial institutions and ancillary companies that serve cannabis-related businesses in states where cannabis is legal.
Treasury Secretary Steven Mnuchin last week encouraged Congress to find a bipartisan solution to conflicting state and federal laws on cannabis regulation, noting that the IRS has built rooms to hold cash from cannabis-related businesses because they are forced to operate on a cash basis. USDA Announces Higher Loan Limits Under Farm Bill
The USDA announced higher limits for the department’s direct and guaranteed farm loans under the 2018 farm bill. Raising limits for USDA guaranteed farm loans was significant during the debate over the farm bill, which raised guaranteed farm loan limits to $1.75 million, indexed to inflation. The department also released an update on implementation of the farm bill following its enactment on December 20, 2018. The update provides a title-by-title breakdown of implementation of the law, including policies on commodities, conservation, trade, and credit. Read more about loan limits. The examination procedures reflect recent amendments to the HMDA rule (Regulation C) as well as the Interpretive and Procedural Rule (2018 rule) to implement and clarify requirements of section 104(a) of the Economic Growth, Regulatory Relief, and Consumer Protection Act, which added partial exemptions from HMDA for certain covered institutions. Cotton Market Improves But Future Unknown as Planting Approaches
The cotton market has made recent improvement, however the March 30th Prospective Plantings report added more uncertainty on the market. While there is always uncertainty surrounding the March number, last month’s Prospective Planting estimate was 13.78 million acres. This compares to an earlier National Cotton Council estimate of 14.45 million acres and most industry estimates of over 14 million. The first USDA estimate of acres actually planted is released at the end of June. The June estimate has been higher than the March number in 2 of the last 3 year. Actual acres planted has been higher than the March number and the June estimate for each of the last 3 years. Read the full article.

After spending the day advocating on Capitol Hill, community bankers from across the country will gather to celebrate the nation’s history in true D.C. fashion.
Scheduled for April 28-May 1 in the nation’s capital, the ICBA Capital Summit will feature grassroots meetings with members of Congress and remarks from policymakers such as FDIC Chairman Jelena McWilliams and Senate Banking Committee Chairman Mike Crapo (R-Idaho). To celebrate Community Banking Month, Independent Banker magazine featured five community banks from across the country that are making a big impact. FMB Celebrates Civil Service Recognition Week
Last week, Farmers & Merchants Bank, Eatonton, celebrated Civil Service Recognition Week by showing appreciation to local police departments, sheriff's departments, fire stations and emergency medical services. The bank brought breakfast to the Putnam County EMS and Fire Rescue, Putnam County Fire Department, Eatonton Police Department, Eatonton Fire Department, and Putnam County Sheriff's Office.

The Student Advisory Council from Citizens Bank of Laurens County, Dubin, recently made a trip to Atlanta and visited the Georgia Chamber of Commerce and the Georgia State Capitol. Students observed Georgia's government in action at the Capitol and then learn about job opportunities in our state from Chris Clark at the Georgia Chamber.
