CBA Offers Free Salary Survey for Member Banks! 
​CBA is pleased to partner with Associate Member Pentegra to offer the 2019 Georgia Community Bank Salary Survey. The Salary Survey is a compilation of current salaries and general benefits for common positions within Georgia's community banks. The survey can be a vital tool when determining competitive pay and benefits for employee recruitment and retention.
 
All CBA member banks are invited to participate in the survey, and those participating will receive a complimentary copy of the survey report. Non-participating member banks are able to purchase the survey for $275 and the non-member cost is $475. The survey is simple and easy to use. Please complete the survey no later than August 1, 2019.

​The survey includes an executive summary as well as information on salary, bonus or additional compensation, qualified plans and additional benefits. Banks will be also be categorized by asset size as well as Metro-Atlanta and non-Metro Atlanta. Survey results are anticipated to be available September 1, 2019. Click here to take the survey.

FDIC Finalizes Capital Simplification for Community Banks
The FDIC board has approved a simpler risk-based capital rule for community banks that hold mortgage-servicing assets, deferred-tax assets, and insignificant investments in the capital of unconsolidated financial institutions, such as trust-preferred securities.
 
Under the new rule taking effect April 1, 2020, community banks will only have to deduct from their capital MSAs, temporary difference DTAs, and investments in the capital of unconsolidated financial institutions like TruPS if they individually exceed 25 percent of the bank's common equity tier 1 capital. The OCC and Fed are expected to quickly approve the final rule, which is nearly identical to what was originally proposed. This rule is different from the proposed Community Bank Leverage Ratio, which is expected to be approved later this year and would allow certain community banks to opt in to a new, simpler capital framework provided they meet the required CBLR. Read the final rule.

Agencies Issue Final Call Report Rule
The three federal bank regulatory agencies adopted a final rule to streamline regulatory reporting requirements for small institutions. The final rule implements Section 205 of the Economic Growth, Regulatory Relief, and Consumer Protection Act and is one step in the agencies’ efforts to meaningfully streamline reporting requirements. The agencies are committed to actively exploring additional revisions to Call Reports that would further reduce reporting requirement burdens. Read more from the OCC.

FDIC Warns of Unaffiliated Website
The FDIC has cautioned bank customers about FDIConnect.com, an unaffiliated website that advertises itself as a consumer-focused provider of FDIC pass-through insurance for bank deposits. The website is not affiliated with the FDIC, which operates FDICconnect.gov to connect the agency with financial institutions. Read more from the FDIC.

Blog: Winning the Innovation-Regulation Tug-of-War
Community bankers often struggle between pushing for innovation to improve efficiency or pulling back due to strict regulatory oversight, ICBA Services Network Chief Operating Officer Kevin Tweddle writes in a new blog post. Fortunately, the winds may be shifting as policymakers increasingly work to streamline the regulatory environment to foster innovation, Tweddle writes in Main Street Matters. “We want to ensure that as community banks adopt new technologies, the lens through which they will be evaluated will be consistent with that of larger banks and non-bank providers,” Tweddle writes. Read the blog post.

Agencies Update CRA Community List
Federal regulators issued the 2019 list of distressed or underserved nonmetropolitan middle-income geographies, where revitalization or stabilization activities are eligible to receive Community Reinvestment Act consideration under the "community development" definition. As with past releases, the agencies apply a one-year lag period for geographies that were listed in 2018 but are no longer designated as distressed or underserved in the current release. Read more from the agencies.

FDIC Issues New Publication on Consumer Compliance Supervision
The FDIC launched a new publication to improve transparency on the agency’s consumer compliance supervisory activities. The new Consumer Compliance Supervisory Highlights includes a high-level overview of consumer compliance issues identified during 2018 through the FDIC’s supervision of state non-member banks and thrifts. Access the publication.

Best Practices for Model Risk Management
Model validations are a vital component of monitoring an institution’s BSA/AML risk. However, many institutions don’t know what a model is or when an independent third-party validation is required. For BSA software, the question of what constitutes a model can be a bit gray.

Over the past two years, model risk management is one of the most commonly cited areas of regulatory AML criticism, particularly in the area of transaction monitoring and higher risk customer due diligence. If suspicious activity monitoring is the cornerstone of a strong BSA program, it must start with a strong model with reliable data and outputs. Read the full article. Flint Community Bank Raises Over $45,000 for CHOA and Malachi Russell Family

Exchange Bank, Milledgeville, dedicated time to honor the World Elder Abuse Awarness Day (WEAAD). WEAAD was launched by the International Network for the Prevention of Elder Abuse and the World Health Organization at the United Nations. The purpose of WEAAD is to provide an opportunity for communities around the world to promote a better understanding of abuse and neglect of older persons by raising awareness of the cultural, social, economic and demographic processes affecting elder abuse and neglect.
