University of Georgia Heisman-Winning Football Hall of Famer Herschel Walker is perhaps most well-known for his college football career at the University of Georgia in the 1980s where he earned consensus All-American honors three times and won the 1982 Heisman Trophy. After a stellar collegiate career, Herschel continued to wow his fans by playing professional football with the USFL's New Jersey Generals, the NFL's Dallas Cowboys, Minnesota Vikings, Philadelphia Eagles and New York Giants. Herschel has also been a world-class sprinter, a bobsledder, a mixed martial artist and a successful businessman.

CFPB Issues Executive Summary on Mortgage Relief Rule
The Consumer Financial Protection Bureau issued an executive summary of its interim final rule easing mortgage requirements for many community banks. The ICBA Plan for Prosperity provision, which passed among the regulatory relief measures procured in December’s FAST Act, significantly expands the number of community banks eligible for escrow and balloon-loan exemptions under the CFPB’s Regulation Z mortgage rules.
Effective March 31, small creditors that make a single loan in a rural or underserved area in the previous year can take advantage of the Qualified Mortgage safe harbor for portfolio balloon loans and the higher-priced loan escrow exemption for rural lenders. The interim final rule is the result of years of ICBA, state association and community bank advocacy with the CFPB and Congress.

CBA's Spring Regional Luncheon Meetings kicked off Monday in Macon with timely and informative topics. Attendees enjoyed an informative working lunch and returned to work with an arsenal of ideas to put in place.
Topics included management of real property, how to avoid collateral damage (with cautionary tales) and a look at national trends in financial technology. Plus - as a special treat, recently retired community banker and long-time friend of CBA, Neil Joiner entertained the crowd with his humorous tales.
The Spring Meetings offer the perfect opportunity to network with both community bankers and CBA associate members. The meetings are followed by a PAC/PR Golf Tournament and Post-tournament Cookout. Be sure to register for the next meetings on April 13 in Hoschton or April 20 in Albany!

CBA Hosts “Conversation and Lunch with OCC Leaders”
On Tuesday, the CBA of GA hosted this year’s roundtable discussion and lunch at the Idle Hour Country Club in Macon with Georgia’s federally-chartered banks and Associate Deputy Comptroller Oscar Harvey and District Counsel Randy Ryskamp of the OCC Southern District. (Deputy Comptroller Gil Barker was required in Washington D.C. on short notice and was unable to attend the meeting.) Items of discussion included many aspects of the examination program, areas of focus or concern, any change in philosophy or procedures, the transition to the upcoming expected credit loss model and examiners' expectations regarding ALLL. Other areas of discussion included BSA and compliance expectations and burdens, fintech providers of credit, trends in underwriting standards, and other potential red flags.
“I am very appreciative of the Southern District’s management team for their willingness to fly from Dallas, TX to meet with our national bankers and have such an open-ended conversation,” stated Rob Braswell, President & CEO of the CBA. “I believe everyone came away from the meeting with a better understanding of each other’s perspectives, which should benefit all parties, both in the short term and long term. This was an excellent format to share concerns and exchange ideas with the Southern District’s decision-makers and I’m very appreciative of the bankers, Oscar and Randy for participating in this important conversation.”

When the gavel struck marking the end of the 2016 Legislative Session of the Georgia General Assembly last week, it also marked another successful year for CBA members and the community banking industry. A number of top-priority bills including HB 811, the Department of Banking and Finance’ Annual Housekeeping Bill, and SB 283, the Multibank Collateral Pledging Pool Bill, passed along with several favorable bills and resolutions. Many banking-related bills which passed are positive for the industry while a number of bills with potentially negative consequences were either amended to CBA’s satisfaction or failed to pass.
The General Assembly will not meet again to consider legislation until next January unless a special session is called for by the Governor and some of this year’s bills may resurface in the next session. CBA appreciates the efforts of Michael White, of Counsel, James-Bates-Brannan-Groover, LLP, for his assistance analyzing bills and also to several CBA member banks who provided comments. Fun Clay Shoot Raises Funds for PAC
Held at Albany’s Wynfield Plantation last Thursday, the CBA’s Leadership Division hosted this spring’s fundraising clay shooting event. “We are thrilled by the continued growth of this event and the support of it – by bankers and industry professionals alike,” stated Rob Braswell, President & CEO, CBA of Georgia. “Our sporting clay shoots continue to be an enjoyable experience for everyone involved and we couldn’t be more appreciative of the turn-out and support for this worthy cause.” Over 60 bankers and Associate Members came out and helped raise several thousand dollars for CBA’s PAC/PR Funds. The CBA maintains the only state PAC working exclusively for Georgia’s community banks.
PAC/PR Committee Co-Chair Jason Rooks, Vice President/Commercial Loan Officer, Flint Community Bank, Albany, said, “My true family and my work family really enjoy the clay shoots and friendly competition. We are fortunate to have generous clients and vendors in and around Albany who continue to help us make this annual fundraiser successful.”

Georgia has distributed 72 percent of its available $47.8 million in State Small Business Credit Initiative funds through December 31, 2015, according to the U.S. Treasury Department’s quarterly SSBCI report. State programs leverage SSBCI funds to generate private lending and investment for small businesses and manufacturers that are growing, but lack access to capital. CBA Memorial Scholarship Applications Due Soon!
The 2016 Julian & Jan Hester Memorial Scholarship applications should be returned to the bank no later than Friday, April 8, 2016. All completed applications should be submitted to CBA no later than Friday, April 15, 2016. Only complete applications will be eligible. Winners will be announced in early May 2016. CBA Congratulates Bill Austin on Retirement!
Congratulations to Bill Austin, Executive Vice President & Chief Operating Officer of First Chatham Bank, Savannah, on his retirement after 15 years of service with the bank, and a 55 year banking career. Mr. Austin started his career in 1961 with C&S Bank of Savannah.

Lake Country Discovery Museum to Open in Greensboro
The Lake Country Discovery Museum will open April 8th in the BankSouth building in Greensboro. The new 3,500 sq. ft. facility features most notably a stunning 8 ft. x 10 ft. scale model of Lake Oconee and the surrounding “Lake Country” area. Visitors will enjoy historical exhibits, interactive multi-media displays, informational kiosks, videos, nostalgic memorabilia, an art gallery and hundreds of photographs depicting “Georgia’s Lake Country.” The museum is a free community service from BankSouth and open to the public 6 days a week.
