CBA Brushes Off Irma For an Amazing Annual Meeting in Boston!
This year’s theme, “Where Everybody Knows Your Name,” based on the former television show, Cheers, set in Boston, ended up being quite accurate due to all the networking opportunities and events.
Boston’s many historic landmarks and incredible architecture set the perfect stage for CBA’s 49th Annual Meeting & Trade Show held last week. Thursday’s Opening Reception & Dine-Around featured over 30 top industry providers, a silent and live auction, a 1+ ct. diamond raffle, a specialty cocktail and delicious dining stations, hors d’oeuvres and desserts.
The General Sessions were packed with timely community banking-related topics such as “Buckle Up: Wild Ride Ahead,” presented by David Kemp, Bankers Management, Inc.; “An Interview with Ray Davis,” with Ray Davis, Executive Chairman, Umpqua Bank; “Feeding the Media,” presented by Patrick Dix, SHAZAM; “Becoming a High Performing Bank While Managing Your Risks,” presented by Dale Sheller, The Baker Group; and, “Meet John Adams” as portrayed by George Baker. This year, two Break-Out Sessions for external bank directors were hosted – Mark Kanaly, Alston + Bird, presented “Director Gut Check: What Should Boards of Directors Be Doing Now to Be Ready for 2018,” and James-Bates-Brannan-Groover facilitated “Director Interchange: What Keeps You Up at Night?”

The Saturday evening Chairman’s Banquet included honoring the 2017 Lifetime Service Award (LSA) recipients, a farewell speech from outgoing Chairman Brad Serff, Providence Bank, Alpharetta, and a welcome address by incoming Chairman Scott Tomlinson, Flint Community Bank, Albany. The evening and convention concluded with a mind-blowing performance by mentalist Max Major.

FDIC Encourages Help for Customers Affected by Irma
The FDIC encouraged depository institutions to consider all reasonable and prudent steps to assist customers in communities affected by Hurricane Irma. In a financial institution letter, the agency said prudent efforts, such as waiving fees and easing credit card limits, will not be subject to examiner criticism.

Agencies Propose Amending CRA Regulations
Last Wednesday regulatory agencies proposed amending CRA regulations to conform to HMDA regulation changes, and remove references to the Neighborhood Stabilization Program. The agencies issued a joint notice of proposed rulemaking to amend their respective Community Reinvestment Act (CRA) regulations primarily to conform to changes made by the Consumer Financial Protection Bureau (CFPB) to Regulation C, which implements the Home Mortgage Disclosure Act (HMDA).

FS-ISAC Report Explores ATM ‘Shimmers’
FS-ISAC’s latest report for community financial institutions focuses on ATM fraud using deep-insert skimmers, or “shimmers.” The report encourages community institutions to schedule routine ATM inspections, communicate with ATM manufacturers, and provide customer tips on safe ATM usage. The weekly summary also includes articles on FS-ISAC’s response to the Equifax breach, building a risk-assessment program and a cyber range exercise at IBM. Read more from ICBA.

The template, which community banks can update with their identifying information, discusses the extent of the breach, where consumers can go for additional resources and tips for protecting their identity. The Consumer Financial Protection Bureau released a small entity compliance guide for its recent arbitration rule. The guide was released as senators this week are considering a House-passed resolution to nullify the rule, which essentially prohibits the use of consumer arbitration agreements.
Community bankers can continue using ICBA’s Be Heard website to express their support for the congressional resolution. In a joint letter, ICBA and other trade groups recently noted that losing arbitration as a viable option would fuel continued industry consolidation and ultimately reduce consumer choice.
